Science Council of Canada, Ottawa, Ontario, Canada The role of universities and scientific communities in the development of science and technology in Asia and Africa is critically examined. Four different configurations of universities in the two regions are discussed, along with their implications. S&T policy and planning structures, R&D expenditures, funding sources, and scientific outputs are compared.
