Urban Land Release and Development in Papua New Guinea

The paper explores the role of the traditional land tenure system in the over-all develop ment of Papua New Guinea and constructs measures to identify and to improve the availability of urban land and its accessibility to customary landowners. In the view of the author, Papua New Guinea government has not been able to persuade landowners to release their land by imposing upon them the new land-tax policy.
